If you're still offshore, it's unlikely a recruitment agency will pay you much attention, unless your occupation is in enormous demand. What field are you in? I'm a biomedical scientist (medical laboratory scientist) by trade. Have been managing medical diagnostic labs for the last 6 years or so. Recruitment agencies in Australia specialise, so you need to track down the agencies that specialise in that type of work. Best advice is to look on Seek.com for vacancies, then check which agencies are advertising. If offshore, I wouldn't bother just sending in your CV. Don't email them either.
